Food for thought on financing civil society
Opportunities for greater independence, dynamism, innovation and impact
Compared to other countries, civil society in Germany is heavily dependent on public funding – on average, around 11% of civil society organisations' budgets come from government funding. This has long been reliable, but it has obscured the actual funding needs of civil society engagement in Germany.
Today, this model is under increasing pressure: shrinking budgets, growing criticism of the legitimacy of civil society work and declining willingness to provide tax funding are presenting organisations with new challenges.
Since spring 2025, a group of managers, consultants, fundraisers and experts from the foundation sector, philanthropy and civil society has been working intensively on the question of how civil society can be financed more independently and sustainably. The section on governance also introduces WE AID in relation to fiscal hosting. As a so-called ‘pure player’, i.e. an organisation that focuses exclusively on project management and fiscal hosting, we are one of a handful of players in a young and still very small field. Nevertheless, we see every day how great the interest in our support and the willingness to get involved in lean and modern structures actually is.
Regional community foundations or local volunteer associations are also suitable contacts for non-institutionalised engagement, as they support committed individuals in similar ways. They often bring specialised networks and expertise to the table.
Even though our (infa)structures can help to solve certain (current) challenges, organisations like ours are also part of civil society and thus also part of current financing challenges. Needless to say, actors like us also depend on funding to expand our services and make an impact. Here you can support us directly in implementing our services.

WE AID is a fiscal host for Mastodon and implements its first crypto donation
WE AID is becoming the fiscal host of Mastodon in Germany and Europe, thereby supporting the realisation of Mastodon's non-profit mission. The first grant from The Global Chinese Community of Universal Digital Commons (GCC Fund) has now been implemented. Another highlight of this collaboration is that the funding from GCC will be processed in USDC. This means that WE AID has put the first crypto donation into practice. It will be paid out in euros for use in the near future. In the future, the option of crypto donations will be offered more widely, under certain conditions also with the issuance of donation receipts.
